Jan Roughan is a rehabilitation nurse specialist who functions in the capacity of case manager, life care planner and expert witness. Her company, Roughan & Associates, at LINC, Inc., is  nationally recognized and provides both case management and medical/legal consulting service. It has been in existence since 1987, providing coordination of patient care; construction of life care plans; and, consultative services to both the defense and plaintiff bar on simple and complex cases. These cases range from infancy to senior population. Diagnosis with which Roughan & Associates nurse specialists work, including, but not limited to neurological (brain and spinal cord injury); burns; orthopedic injuries; amputation; chronic pain; post traumatic stress disorder.

Barbara Bate

Barbara Bate is the principal of Northeast Life Care Planning, Inc., providing medical case management, life care plan development and review, Medicare Set-Asides, medical file reviews, as well as medical cost projections.

Barbara has over 40 years experience as a registered nurse and holds certifications in life care planning (CNLCP®, CHLCP™), legal nurse consulting (LNCC), rehabilitation nursing (CRRN), and case management (CMGT-BC, CCM). She has been an active member of the American Association of Nurse Life Care Planners (AANLCP®) since 2004 serving as President-Elect in 2009, President in 2010, and Past-President in 2011. In 2012, she joined the Universal Life Care Planner Certification Board and serves as Co-Chair.

Shirley Daugherty

Shirley Daugherty is a Registered Nurse, Certified Nurse Life Care Planner (CNLCP®) and Medicare Set-Aside Allocator with Daugherty & Associates, LLC. She graduated with an Associate Degree in Nursing (1994) and Bachelor of Science in Nursing (2012). Ms. Daugherty has worked primarily in long term care as a staff nurse and in management. She began her own nurse consulting business (Daugherty & Associates, LLC) in 2004 focusing on long term care consultation.

Ms. Daugherty is an active member of the American Association of Nurse Life Care Planners (AANLCP®) and past Secretary, American Association of Legal Nurse Consultants and National Association of Medicare Set-Aside Professionals.

Janice Skiljo Haris

Janice Skiljo Haris, has over 25 years experience in occupational health and workers’ compensation. As CEO of MEDLink since 1992, she draws upon her nursing experience in critical care at Stanford Medical Center and MSN in Occupational Health from UCSF to support her work as a certified nurse life care planner (CNLCP®) since 2004 and certified Medicare Set-Aside allocator since 2005. Additionally, Ms. Haris has been active in several associations in California focused on educating the workers’ compensation insurance, medical, and legal communities.

Professionally, she serves as Board Member and Treasurer since 2009 for the Universal Life Care Planner Certification Board.

Cynthia Bourbeau

Cynthia Bourbeau has been a Massachusetts Registered Nurse for 34 years. She has worked as a certified rehabilitation nurse and case manager in both inpatient and outpatient rehabilitation programs across Massachusetts, with the focus of practice in rehabilitation from catastrophic injuries and medical conditions.

In 2001, she became certified as a life care planner and since then has been President of Medical and Life Care Consulting Services, LLC, which specializes in case management and life care planning for patient’s with catastrophic injuries, but not limited to, the following; spinal cord injury, burns, traumatic brain injury, amputations, de-gloving/crushing injuries, orthopedic and neurological conditions, pain syndromes, birth injuries, and major medical illness and injury. She has been an active member of the AANCLP® and is presently a Board Member of the Universal Life Care Planner Certification Board.

Robert Djergaian

Robert Djergaian MD has been a physician, board certified in Physical Medicine and Rehabilitation since 1983. He started practicing in 1982 at the Rehabilitation Institute at Santa Barbara where he was Associate Medical Director. He was the Medical Director for the Rehabilitation program at Peace Health Southwest Washington Medical Center in Vancouver, Washington. He then became the Physician Director of The Rehabilitation Institute at Banner University Medical Center in Phoenix, Arizona. He has helped to develop and provide medical leadership to a variety of programs focusing on stroke, pain, and brain injury. He was a CARF surveyor for over 15 years and became a certified life care planner in 2019. He currently lives in Savannah, Georgia, and provides medical-legal consulting.

William Shaw

William Shaw

Public Member

William Shaw is an active management consultant with over 30 years of healthcare experience. In addition to involvement with case management and life planning, his background includes medical devices, services, consulting, medical billing, software, manufacturing, and internet services. Mr. Shaw has degrees in Finance and Accounting from San Francisco State University, attended Harvard’s executive program, and has been a CPA.
